In 2025, 3C-REN continued to offer training, incentive programs, and technical assistance to support a more energy-efficient and resilient Central Coast. Here are our preliminary 2025 achievements.
Building Performance Training
- 1,959 participants at 113 events
Energy Code Connect
- 817 participants at 23 events
Home Energy Savings
- $1.5M in incentives granted to 342 single-family projects
- $1.4M in incentives granted to 12 multifamily projects upgrading 605 units
Commercial Energy Savings
- $1M in incentives granted to 53 local businesses
Energy Assurances Services
- Three comprehensive audits completed for non-profit, government and educational facilities.
Agriculture Energy Solutions
- Technical assistance provided to five local farms.
Through the Building Performance Training and Energy Code Connect programs, 3C-REN delivered 136 events, reaching a combined 2,776 attendees, strengthening workforce knowledge on high performance building and energy code compliance throughout the region and across the state. BPT alone reached 1,959 participants at 113 events, while ECC engaged 817 attendees across 23 events.
On the incentive side, Home Energy Savings delivered $1,509,920 in incentives for 342 single-family projects, fully meeting our forecasted goals.
Home Energy Savings’ multi-family program supported energy-saving improvements through 12 projects serving 605 units. These projects represented a local investment of $1,401,984 in 3C-REN incentives to maximize energy saving installations and local impact.
Commercial Energy Savings used $1,089,828 in incentives to support 53 small-to-medium businesses with energy savings upgrades.
Additionally, Energy Assurance Services completed three comprehensive energy audits for non-profit, government and educational facilities. Agriculture Energy Solutions provided technical assistance to five local farms, helping move farmers along in their energy transition.
These statistics are impressive, but what is even more important are the real people, homes, businesses, and communities behind the numbers.

Staying Committed (to Incentives) in 2026
In a time of widespread funding uncertainty, 3C-REN incentives are once again available to support energy efficiency projects across the tri-county region in 2026. $9.5 million in incentives are available to help residents, property owners, and businesses reduce energy use, lower utility bills, and improve comfort and safety in existing buildings
Incentives are available throughout San Luis Obispo, Santa Barbara, and Ventura counties, with approximately $3.5 million dedicated to single-family homes, $3.25 million for multifamily properties, and $2.75 million for properties on commercial utility rates.

In Santa Barbara and San Luis Obispo counties, residential projects may also qualify for additional incentives through Central Coast Community Energy (3CE). But wait, there’s more! Residents within the City of Santa Barbara may be eligible for further incentives through Santa Barbara Clean Energy. Eligible upgrades vary by program and may include heat pump water heaters, heat pump HVAC systems, and other energy efficiency improvements.
Because energy efficiency programs are funded through dedicated Public Purpose Program streams, they have avoided recent budget cuts. While many state and local programs face reductions, 3C-REN’s incentives remain a stable and reliable resource for communities investing in energy efficiency.
