Energy Code Compliance (ECC) Rater Training
3C-REN has partnered with ConSol to provide no-cost ECC Rater, EPA 608, A2L and A3, and Energy Star certifications to those who reside or work within the counties of San Luis Obispo, Santa Barbara, or Ventura. As of November 2025, SoCalGas funds for ECC Rater training have been exhausted. SoCalGas customers are eligible for 3C-REN’s ECC Rater certification until SoCalGas funds return.

ECC Rater Certification

The required certification to operate as an ECC rater in California. After completing this online course and in-field training, you will be certified to provide ECC testing for new construction and alteration projects. ECC raters are responsible for assessing the energy efficiency of residential construction projects, verifying they comply with California’s Energy Code.
ECC Rater Training 2025 Code Update

This course provides an overview of key updates for 2025 Field Verification and Diagnostic Testing, new requirements for Raters and Providers under the Energy Code Compliance (ECC) Program, and technical changes to the 2025 Energy Code. If you are a Rater in good standing, and currently hold your 2022 New Construction, 2022 Alterations and Nonresidential certifications, completing this online training will satisfy the requirements for obtaining your 2025 ECC Rater Certification under the 2025 Energy Code.
EPA 608 Technician Certification

EPA 608 certification is required for technicians who handle refrigerants, ensuring safe handling practices and compliance with environmental regulations. EPA 608 certification has four types:
- Type I – servicing small appliances

ENERGY STAR Certified Single-Family New Homes

This course is for HERS Raters and will cover the topics necessary to certify homes under the EPA’s ENERGY STAR Certified Single-Family New Homes program. This training presents the technical content of the Rater Design Review Checklist and Rater Field Checklist and takes the trainee through each section of the checklist, explaining how to verify each requirement and interpret any corresponding footnotes. Upon completing the training, raters will have a solid understanding of how to verify and complete the checklists they are responsible for in the ENERGY STAR certification process.
